How to Moderate a Panel: The Art of Better Discussion

Four experts. Sixty minutes. One moderator to bring the conversation to life.

Moderating a panel can look straightforward from the audience. Ask a question, invite a few answers, watch the clock, and leave ten minutes for Q&A. In practice, the harder job is deciding whose voice the room needs to hear, which answer is worth pursuing, and when the conversation should go somewhere you didn’t plan.

The person most willing to take the microphone isn’t necessarily the person with the question most worth hearing. And the panellist who speaks first, longest, or most confidently isn’t necessarily the one the audience needs to hear from next.

A moderator isn’t there to be the fifth panellist. And you’re not there simply to work through a list of questions.

Your job is to create enough structure for the conversation to become more interesting than the plan.

That means preparing carefully, listening harder than you speak, making room for different voices, finding useful disagreement, and knowing when the best next question might not be one you’ve prepared.

How do you moderate a panel discussion?

To moderate a panel well, decide what you want the audience to take away, brief your panellists without scripting them, prepare more questions than you need, and open with a question that gets the conversation moving quickly.

During the panel, listen for disagreement, surprise, hesitation, and ideas worth pursuing. Manage airtime, draw quieter voices in, follow interesting answers with questions you did not plan, and bring the audience into the discussion before the final few minutes.

Then close by pulling together what the panel agreed on, where they disagreed, and what the audience should remember.

Your job isn’t to get through a list of questions.

It’s to keep deciding what the conversation needs next, whether that’s a highly voted question from the audience or one you’ve prepared in your notes.

Why the moderator decides whether a panel works

A panel has no script. Four people who may never have worked together are asked to hold an intelligent conversation in front of an audience, usually with little rehearsal and a running order agreed by email.

Left alone, that tends to produce a predictable pattern.

The most confident panellist answers first every time. The quietest waits to be invited and never is. Questions get answered in sequence rather than discussed.

Then the final eight minutes are handed to the audience, three people raise their hands, and the session ends on whichever question happened to be nearest the microphone.

None of that is a talent problem. It’s a structure problem, and that structure is yours to create.

But structure doesn’t mean controlling every word. Good moderation gives the conversation direction without deciding exactly where it has to go.

As moderator, you’re making a series of judgement calls in real time. The table below gives you the nine decisions at a glance. The rest of the article follows them in order, with practical guidance on what to look for, when to step in, and how to handle each moment in the room.

1. Before the panel: design the conversation, not the script

The first mistake often happens before anyone walks on stage. It’s easy to spend too much time building a long list of questions, but questions alone aren’t a strategy.

Start instead with one question of your own:

What should the audience understand, question, or think differently about when this panel ends?

That answer gives you a destination. Your questions are simply possible routes to get there.

Brief your panellists. Don’t rehearse them.

If you can, get your panellists together before the event. Fifteen or twenty minutes is often enough to agree what the session is really about, what each person can bring that the others can’t, and where useful disagreement might emerge.

Ask each panellist:

• What is the one thing you most want the audience to understand?
• Where do you expect the panel to disagree?
• What is everyone in your industry saying that you think is wrong?
• What would you rather not be asked?

That final answer can be surprisingly useful. You don’t necessarily need to avoid the subject, but you do need to understand why it feels difficult before you walk into it on stage.

Most importantly, don’t rehearse the answers. A panel should feel prepared, not pre-recorded.

If getting four calendars into the same call proves to be the first impossible challenge of the panel, send a short survey instead and use the responses to shape your preparation.

Technology can collect the briefing. It can’t manufacture the chemistry.

Write a route, not a script

Prepare more questions than you expect to ask, so you have enough material to keep the conversation moving if the room goes quiet.

But organise those questions by direction, not sequence. That gives you somewhere to go without tying yourself to a fixed order.

For example:

Opening

• What has changed most about this issue in the past two years?
• What does the audience understand or misunderstand about it?

An opening poll can give you and the panellists a quick read of the room before the discussion gets underway.

Tension

• Where do the three of you disagree?
• Which common recommendation would you challenge?

When the panellists take different positions, a multiple-choice poll can bring the audience into the debate. Ask which view they agree with most, then give the result back to the panel to respond to.

Experience

• What happened when you actually tried this?
• What did you get wrong the first time?

Implication

• What should this audience do differently on Monday?
• What happens if organisations ignore this?

That gives you enough flexibility to follow the conversation without turning the panel into an oral questionnaire. Your briefing notes should be a safety net, not a cage.

2. On stage: listen harder than you speak

The most important moderation skill isn’t asking questions. It’s listening closely enough to the answers to know what the conversation needs next.

That sounds obvious until you’re listening to a panellist, checking the clock, watching the audience, thinking about your next question, remembering who’s spoken least, and wondering whether the AV team has noticed that noise coming from the microphone.

That’s when the script starts to look tempting.

Resist it.

Follow the interesting answer, not the next question in your notes

Listen for the moments that deserve a follow-up: a surprising comment, a disagreement, a hesitation, or a failure someone mentions and quickly moves past.

Watch the audience too. A laugh, a murmur, or a sudden change in attention can tell you when something has landed.

Those are your signals.

Stay with them.

Ask:

What changed your mind?

Why do you disagree?

What happened when you tried that?

You hesitated there. What’s the difficult part?

Priya, you’re shaking your head. What are you seeing differently?

Does anyone on the panel want to challenge that?

The easiest way to flatten a good panel is to hear an interesting answer, say “great”, and move obediently to question six.

Prepare enough questions that you never run out, but be willing to leave them behind when the conversation gives you something better.

Harvard Business Review makes a similar point: prepare thoroughly, then listen closely enough to follow an answer when it deserves more attention.

3. Manage the people, not just the clock

Eventually, you’ll meet the panellist who answers the second question for eleven minutes. Interrupting can feel rude, so the temptation is to let them keep going.

The session usually pays for that later.

Good airtime management starts before anyone overruns. Set expectations with the panel early, so everyone knows you may need to step in and keep the conversation moving.

You might say:

“I’m going to keep us moving and bring people in fairly quickly, so forgive me if I interrupt from time to time.”

That makes an interruption part of the agreed format rather than an act of hostility.

When you do need to step in, be specific.

Try:

Let me stop you there because I want to bring Dr May into this.

Give me the 30-second version.

You’ve made the case for it. James, make the case against it.

I want to stay with that point, but from another perspective.

Hold that thought. I want to come back to it after we hear from Professor Stephanie.

These phrases do two things: they protect the pace, and they tell the audience why you are intervening.

Equal airtime is not the goal

Fair moderation does not mean dividing sixty minutes into identical portions.

If one panellist has direct experience of the issue and another does not, forcing equal airtime can make the conversation worse.

The better question is:

Is every person contributing where they can add something useful?

Watch for the quiet panellist who has not spoken because nobody has given them the right opening.

Invite them in with specificity:

You’ve dealt with this from the customer side. Does that match what you’re seeing?

That’s much easier to answer than:

Mr Tomlinson, anything to add?

“Anything to add?” is often moderator shorthand for “I’ve just remembered you’re here.”

4. Find disagreement before the audience finds boredom

A panel doesn’t need conflict, but it usually needs some tension. Four people politely agreeing for forty-five minutes may feel collegial, but it rarely makes for an illuminating discussion.

There’s a difference between conflict and useful tension. Knowledge at Wharton has noted that meetings can become dull when there isn’t enough compelling tension. Panels aren’t much different.

Agreement is valuable when it’s been earned, not when nobody has tested it. Look for genuine differences in experience, assumptions, priorities, or appetite for risk.

Ask:

Where do you disagree?

What would have to be true for the opposite approach to work?

Which recommendation from the person beside you would you be least comfortable implementing?

What does your industry get wrong about this?

Whose advice here would change if the budget were cut in half?

You’re not trying to manufacture a fight. You’re helping the audience see where reasonable people can look at the same issue and make different choices.

That’s often where the most useful discussion begins.

When the panel agrees, ask the room

Sometimes everyone genuinely agrees, and that’s fine. But when the conversation becomes too comfortable and the energy starts to slip, the audience can introduce a perspective the panel hasn’t considered.

This is where Pigeonhole Live can help without taking over the conversation. Use a live poll to ask where the room stands, then give the result to the panellists and ask them to respond.

McKinsey makes a similar point about meetings: bring different views into the discussion before the loudest or most senior voice sets the direction.

Try:

When putting a new strategy into practice, where would you draw the line between speed and caution?

Show the result, then return it to the panel.

The room is leaning strongly towards caution. With an average of 4.2, reducing risk appears to matter more than moving quickly when putting a new strategy into practice.

Now the poll has done more than create an “engagement moment”. It has given the conversation somewhere useful to go next.

That’s when technology earns its place in a panel.

5. Be clear about how you want to take audience questions

There’s no single right way to bring audience questions into a panel. What matters is choosing the approach that lets you stay focused on the conversation.

You may prefer to use Pigeonhole Live’s Moderator Panel to see all submitted questions and votes, then bring in the ones that fit naturally with the discussion.

Or you may want to let the panellists fully explore each topic before opening the floor to audience questions.

For larger or busier sessions, an off-stage admin can review incoming questions and curate the most relevant ones for you. That gives you a shorter, more focused list to choose from without having to monitor every submission while listening to the panel.

Whichever approach you prefer, agree on it before the panel starts so everyone involved knows how audience questions will be handled.

6. Bring the audience in before the final ten minutes

The traditional panel format often saves audience Q&A for the end: forty-five or fifty minutes of discussion, followed by questions if there’s still time.

That leaves one of the moderator’s most useful sources of insight waiting on the sidelines: the audience.

Open the Q&A before you open the panel

Give attendees a way to ask questions from the start.

With Pigeonhole Live Q&A, you can share a QR code or link before the panel begins and let attendees submit questions as they come to mind. Seed the Q&A with one or two genuine questions so nobody has to be first.

By the time you walk on stage, you may already have a clearer sense of what the room wants to hear about. That is far more useful than guessing.

It also changes the rhythm of the panel. Instead of waiting until the end to ask, “Any questions?”, you can bring audience questions in when they naturally fit the discussion.

You can bring the audience into the conversation when their questions are most useful, rather than waiting until the final few minutes.

Treat votes as a signal, not an instruction

If you rely on raised hands, you’ll often end up choosing whoever was quickest or most confident enough to put one up. That often rewards confidence more than relevance.

Letting attendees vote gives you another signal about what matters to the wider room. But don’t let the leaderboard make the decision for you.

The most popular question isn’t always the most important. A lower-ranked one may expose a contradiction, introduce a missing perspective, or take the panel somewhere more useful.

Use the votes to guide you.

Then use your judgement.

That second part is why there’s still a moderator.

7. Make it safer to ask difficult questions without making the session a free-for-all

Some questions never get asked aloud. They may touch on a failed decision, a controversial policy, a difficult quarter, leadership, money, or something the audience suspects the panel would rather avoid.

Sometimes, simply attaching a name to the question is enough to stop it being asked.

That hesitation doesn’t necessarily mean people are uninterested. They may be weighing up the risk of speaking. Gallup has similarly linked feeling heard and psychologically safe with a greater willingness to speak up.

Anonymous submissions can change what reaches you. The questions may become more direct, not because anonymity makes them better, but because it removes one barrier to asking them.

That freedom still needs structure. Use question moderation where the context calls for it to screen out duplication, irrelevance, abuse, and the person who has decided the Q&A is an excellent place to advertise their consultancy.

Don’t screen for difficulty.

Moderation should protect the quality of the conversation, not protect the panel from uncomfortable questions.

Your audience can tell the difference.

A panel that only takes comfortable questions may be easier to manage, but it is rarely the one people remember afterwards.

8. Know when to move on

Good moderation is partly knowing when a conversation has given you enough.

An answer can be interesting and still have gone on too long. A disagreement can be useful and still be starting to repeat itself. An audience question can deserve an answer without needing ten minutes.

Ask yourself:

Is this conversation still producing something new?

If it is, stay with it. If it isn’t, move on.

That judgement will do more for the pace of a panel than any stopwatch.

9. Know when to stop

A panel should end because the conversation has reached somewhere useful, not because someone at the side of the stage is making increasingly alarming hand signals.

Around five minutes before the end, stop opening new territory and ask a closing question that encourages each panellist to be concise.

For example:

What is the one thing you want this audience to think differently about when they leave?

Or:

What is one decision people in this room should make differently after hearing this discussion?

Give each panellist a short final response, then pull the conversation together.

You might say:

“We agree that X matters. We disagree on whether Y is the best way to get there. And the question we haven’t completely resolved is Z.”

That gives the audience something clear to remember.

You’ll probably still have unanswered questions, and that’s normal. If you’re using Pigeonhole Live, keep the Q&A open and add text answers afterwards where appropriate.

Tell the audience before they leave. Saying, “Anything we don’t reach today will get an answer afterwards,” shows that asking was still worth the effort.

The session can end without pretending the conversation did.

What technology should do for a moderator

Technology shouldn’t moderate the panel for you. It should handle the mechanics that can pull your attention away from the conversation.

Pigeonhole Live can manage the question queue, audience voting, anonymity when it’s appropriate, and backstage review while you stay focused on the panel. It can also keep unanswered questions open after the session and bring the audience into the discussion with a live poll when their perspective would add something useful.

But it can’t decide whether a surprising answer is worth pursuing, whether silence means agreement or uncertainty, or when a difficult question is exactly the one that needs asking.

That’s still your craft.

Technology takes care of the queue. You take care of the conversation.

A well-moderated panel should barely look moderated

A well-moderated panel shouldn’t feel managed. It should feel like a conversation that happened to go well.

That’s the trick. What looks spontaneous to the audience is usually the result of your preparation, close listening, good judgement, and willingness to leave the next question behind when something more interesting appears.

You’ll know when to step in, when to let an answer breathe, when to bring another voice into the conversation, and when an audience question deserves to change the direction of the discussion.

Your job isn’t to make yourself visible. It’s to create the conditions for a conversation worth listening to — and then know when to get out of its way.

Frequently asked questions

1. What does a panel moderator actually do?

As the moderator, you shape the conversation rather than simply moving it from one speaker to the next.

That means deciding what deserves more time, recognising when an answer needs a follow-up, drawing in the right panellist at the right moment, managing dominant voices, bringing audience questions into the discussion, and knowing when a topic has stopped producing anything useful.

You’re responsible for the structure, but not for controlling every answer. The best panels feel spontaneous because someone is quietly making good decisions about where the conversation should go next.

2. How should you introduce yourself as a panel moderator?

Keep your introduction short and use it to establish the purpose of the conversation, not your credentials.

Your audience usually needs three things: your name, your connection to the subject, and a clear indication of what the panel is going to explore.

For example:

“I'm Sarah Bennett, and I lead customer strategy at ABC. Over the next 45 minutes, we're going to look beyond the usual predictions about AI adoption and ask where organisations are actually seeing results, where they're struggling, and where our panellists disagree.”

That gives the audience a reason to listen. A two-minute account of your career history usually doesn't.

3. What questions should a panel moderator ask?

The strongest panel questions reveal differences, experiences, trade-offs, consequences, or uncertainty rather than inviting every panellist to give a polished version of the same answer.

Try questions such as:

• What do people in your industry commonly get wrong about this?
• Where do you disagree with the conventional view?
• What changed your mind?
• What happened when you actually tried this?
• Which trade-off do organisations underestimate?
• What would you stop doing if you were starting again?
• Where do the two of you disagree?
• What would have to be true for the opposite approach to work?
• What should the audience be more sceptical about?
• What are we not talking about that we should be?

Prepare questions to open up possible directions, not to create a script you feel obliged to finish.

4. How many questions should a moderator prepare for a panel?

Prepare considerably more questions than you expect to ask.

For a 45- to 60-minute panel, 10 to 15 strong questions can give you enough options without implying that you need to get through all of them.

It’s often more useful to organise them around routes such as opening, disagreement, experience, implications, and closing rather than numbering them from one to fifteen.

If you manage to ask every question exactly as planned, it may be worth asking whether you were listening closely enough to abandon any of them.

5. When should a moderator interrupt a panellist?

Interrupt when continuing the answer is becoming less valuable than moving the conversation somewhere else.

That might be because a panellist is repeating themselves, answering a different question, taking disproportionate airtime, or preventing another perspective from entering the discussion.

A good interruption redirects rather than embarrasses:

“Let me stop you there because I want to bring Priya into this.”

“You've made the case for it. James, what's the strongest argument against it?”

“Give me the 30-second version before we move on.”

You don’t need to divide speaking time mathematically evenly. What matters is giving each panellist a meaningful opportunity to contribute where their perspective is most useful.

If one panellist has direct experience of the issue and another doesn’t, forcing equal airtime can make the conversation worse.

6. How do you create disagreement on a panel without making it confrontational?

Look for genuine differences in assumptions, experience, priorities, or risk tolerance rather than manufacturing conflict.

Instead of asking, “Does anyone disagree?”, make the difference specific:

“Maria is arguing that speed matters most. Daniel, where does that approach create risk?”

“You've both reached different conclusions from similar data. What's driving that difference?”

“If you had to choose between these two approaches, which would you back?”

A live poll can also reveal a difference that has not yet appeared on stage. With Pigeonhole Live, you can ask the audience to choose between two approaches and give the result to the panellists to react to. The poll then becomes the next question rather than an interruption to the discussion.

7. When should audience questions be introduced into a panel?

Earlier than the traditional final-ten-minute Q&A.

Collecting questions from the beginning gives you a clearer sense of what the room wants explored and lets you introduce an audience question when it naturally fits the conversation already happening.

With Pigeonhole Live, you can open the Q&A before the panel begins and keep it available throughout the session. Attendees can submit questions as the discussion develops, giving you a live view of what people want the panel to address.

If a panellist raises an issue and several audience questions are already asking about it, that is usually a better moment to bring one in than waiting until you formally announce, “We'll now open the floor.”

Audience Q&A works best as part of the panel, not as an appendix to it.

8. How should a moderator decide which audience questions to ask?

Popularity is useful information, but it should not replace moderator judgement.

Highly voted questions can reveal what matters to a large part of the room. But a lower-ranked question may expose an important issue that is more specialised, uncomfortable, or unexpected.

With Pigeonhole Live, attendees can vote on the questions they most want answered, giving you another signal when deciding what to bring into the discussion. Use that ranking to inform your judgement rather than dictate it.

The fourth-most-popular question may still be the one that takes the panel somewhere the first three cannot.

9. Should panel Q&A be anonymous?

Sometimes. Anonymity is particularly useful when asking a question publicly carries social or professional risk.

A named question may be perfectly appropriate at an industry conference. In an employee town hall, leadership discussion, or session involving sensitive issues, requiring a name can change what people are willing to ask.

Pigeonhole Live lets audience members submit questions anonymously while you retain control over moderation. That lowers one barrier to speaking honestly without giving up control over relevance and conduct.

The principle is important: moderate for duplication, irrelevance, abuse, or self-promotion, not simply because a question is uncomfortable.

Anonymity does not make a question better. It removes one reason not to ask it.

10. What is the difference between moderating a panel and moderating a debate?

A debate is structured around opposing positions. A panel is structured around exploring a subject.

When you moderate a debate, your main job is to maintain the rules, fairness, timing, and the opportunity for competing sides to make and challenge their arguments.

On a panel, you have more freedom to shape where the conversation goes. You might pursue agreement, disagreement, personal experience, uncertainty, or an unexpected idea depending on what is producing the most useful discussion.

A good panel doesn’t need winners and losers. It needs enough difference for the audience to understand the issue more deeply than when the session began.
